McIntosh County 2005-2006 McINTOSH COUNTY COMMMISION:
“First Ever” Republican Majority began in 2005. Republicans inherited a
disorganized government in excessive illegal debt. Audits confirm 2005 and 2006
budgets were balanced and overall debt was significantly reduced each year.
Foundational changes to begin putting McIntosh County on sound Accounting
Standards and Management Principles were voted into law!
For example:
• Republicans changed terms of Commissioners from two-year non-staggered
terms to four-year staggered terms. This reduced the cost of elections, and
drastically improved continuity.
• Republicans reorganized County Board of Election and Registrations. In
January 2007, four Republican and three Democrat appointees formed the new
equitable seven-member board. This led to fair and legal elections by
consolidating the two separate boards into one, collocating members in a new
location, improving training, maintaining accurate voter lists, improved
coordination with The Secretary of States Office, and many others. Alleged
illegal handling of absentee ballots was detected and reported to the Secretary
of State. Actions are pending.
• Republicans led by Commissioner David Stevens revived dead 911 System when
Tattnall County backed out. Thank you Republicans for keeping it alive!
• Republican Commissioners proposed and voted to convert to County Manager
Type of Government. David Stevens led this effort to minimize politics in
government and allow an experienced professional in county government to lead
our county out of chaos. Since only a few months remained in the term,
Republicans unselfishly and intentionally delayed the hiring of a Manager until
after the next election. This insured the new 2007 commission could hire the
best qualified, experienced Manager for the people of McIntosh County.
• In 2007, three Democrat commissioners and one Independent commissioner,
Owen Greene, District 4, raised your property taxes by two mills per year to pay
off debt over four years. Republicans believed raising property taxes at that
time was extremely premature and most likely not needed. Republicans were
against the 2 mill rate property tax increase. Re-evaluation and natural growth
of the tax digest along with budget management would be sufficient to eliminate
the illegal debt accumulated under previous Democratic/Independent controlled
commissions. Republicans were correct! After only one year, the draft 2007 audit
reveals 1.9+ million dollars of excess revenue. Republicans will fight to pay
off debt now and eliminate 2 mill increase.

2005-2008 McINTOSH COUNTY SCHOOL BOARD:
“First Ever” Republican Majority began in 2007. Let’s keep it!
• System-Wide “School Improvement Plan” is working.
• Graduation rate improved from 49% in 2007 to 70.6% in 2008. 100% is the
Goal!
• Georgia High School Graduation Test passing scores improved from 47% in
2007 to 82% in 2008. Goal is 100%!
• Administration is working hard with parents. Classroom and bus disciplinary
problems are steadily improving. All buses authorized security cameras, all but
four complete.
